The second Silver intentionally told his men to not look for Anastasio despite knowing the guy tanks everything to try and get him to die and take reigns of Aaron for himself, he had already let himself be corrupted by desire. So Anastasio clapped him for it. Even before when he said he was betraying the citizens, he didn't actually show any real hostility to Silver.
