We aren't getting Creius nor should we until the time's right. This isn't a 3D mobage where they release characters and have every bit of characterization also be in their release patch with a minor appearance/role right b4 said patch. Imho it's what leads to so many of them being pretty awful to get through if the bloated dialogue and padding wasn't killing it for me... it's what I enjoy about games like AK or Buruaka since they can introduce NPCs, feature them in multiple events and properly build up to an event (or story chapter) where they're the focus. Well maybe that's just me though but I believe this method just leads to stronger storytelling for the game only if 1999 had a relatively tight cast like early HI3 and PGR but that'd open a different can of nasty worms to be honest.
