I guess if you want to say they'd eventually have fully mirrored Ocarina/Majora with Link trying and failing to find Navi, then maybe Ilia was the intended choice. I know there was also some weird scrapped shit about Ilia having some kind of connection to Navi in the concept art. But thanks to Miyamoto being a dingus who wanted more waggle shovelware we never got the Twilight Princess sequel and will ultimately never know.
