I mean, my starting argument was that (unless you're considerably beyond average luck) the game does give you enough pulls to just get both things.
My pull luck has been mathematically middle of the road as fuck (slightly below or above depending on the time) and I've still gotten every new agent since Burnice except, I think... Lighter and Hugo (Lighter I tried and failed, Hugo I didn't want), along with 3 Mindscapes and a 2 Sigs.
