OP is just roleplaying but the main issue is actually "political psychiatry" and that means effectively jailing people for political reasons that can't be jailed using the law or the police
this includes very qualified people, political activists, whistle-blowers, non-corrupt police that act up, etc
"clinically ill" people get lumped in as well sometimes, even along with people that are not mentally ill but have some other medical issues
it is something that was used by the Soviets and was in effect in East-Germany as well
