Close, but no. Riley and Minerva should have been condensed into two characters. Kai is too much of an outlier. You're right about her having too much plot irrelevance though. What Sega should have done was just do the VC3 thing and give Clause two waifus to choose from while merging Riley/Minerva into one character. Because wew lad, I would have gladly settled for some silent, stoic, plot irrelevant character like Kai over some obnoxious cunt like Minerva/Riley any day.
