Historical fantasy =/= medieval fantasy, high fantasy
Genshin is a pre-industrial historical fantasy with a gnostic/classical antiquity core. the present civilizations are inspired by historical counterparts with allusions to either 17th/18th centuries (sakoku, french revolution) or 12th/13th centuries (hanseatic city state, song dynasty China, Islamic Golden age near east/iran minus the islam). There is no one definitive historical epoch the civilizations are tied to.

The core of narrative element of the setting as it relates to technology is that there are some nations (fontaine, snezhnaya) that are on the verge if industrialization AND that ancient civilizations had significantly more advanced technology in part due to divine assistance and magic. The only nation that subverts this is natlan which, most probably due to the fact that their irl counterpart (abo australia, polynesia) were bereft of high culture and ancient latin america (aztecs, mayans, etc...) would be too similar to sumeru so they decided to say fuck it and add bikes and djs and shit which is lazy on their part
