Chun-Li. Her raw DR is shit, her jump is the slowest (after dhalsim), she has no throw loop. Meta thing she has is 2MK DR, but you don't want to use it all the time because that shit costs a lot of drive. And fireball DR, but to use it you need to be at an optimal range for it to be effective (unlike Mai and Aki with their OD fireball who can basically use it effictively from any range), also it's very vulnerable to PP.
Her best tools are her walk speed, her good normals and her fireball, you cannot be any more fundies than this. She has no easy way to get in with special moves, DR or jumps.
