He wasn't an innovator. He was a cheapskate scumbag. In order to save a buck he cost the taxpayer several million and killed 4 people.

Oceangate was close to insolvency and about to go bankrupt. He needed an injection of money. So he sold tickets to a submersible that wasn't ready, promising an impossible deadline.

Developing a submersible proved more expensive than he expected, so he cut corners at every possibility. Apparently he didn't even buy a transponder. He outright defrauded his customers by lying about safety, and sued any employee who tried to point this out.

The deadline came, and he defrauded the naval authority by claiming that he was only transporting the submarine aboard Polar Prince. Of course, he illegally commenced the dive.

Upon dying, he finally defrauded the taxpayer by causing a rescue operation that cost millions of dollars. Because the dive was illegal - oceangate hesitated for several hours before asking daddy government for help. This hesitation caused the search radius to be ridiculously large (and expensive)

Thank god he's dead. Shame he took people with him.
