What you are describing is literally just the idea of classical education and the idea of officers/knights which later went on to become the foundation of aristocracy thanks to the influence of the catholic and orthodox church (minus the israel part). You pile resources to invest into a man groomed for leadership martially or intellectually and the plebians who are not favored yet still rise up are selected on merit to be new blood in order to prevent stagnation amongst family lines.
