The issue with SF6's Elo system is that it's too good. You could be one of the 20 best players on Earth and legend rank is entirely unattainable to you simply because of where you live. You can fix this by making a regional legend rank that's not locked to top 500 in the world and instead top whatever in your region, but for the vast majority of players outside of Japan, there's no real reason to grind past 1800mr
