"He's probably up for a promotion soon, where they'll let him Digivolve into something stronger. They have all the Digi-DNA in their archives, after all. Or they might want to keep him as a Rookie asset."
"So even the Cargodramons used to be Rookies? Wonder how they'd adapt to having no legs ever again. Ha! I guess that one we saw at the border is living a lonely, leg-free life up there."
Doc raises an eyebrow, and you begin explaining your brief encounter with the rangers at the edge of the city.
"They say it's illegal to buddy up with Digimon, but they have so many under their employ. I don't get it. What makes those Digimon so special?"
"It's not that deep. Just hypocrisy. That's why you're not fond of them, isn't that right? Plus, there's sense in not letting just about anyone get their hands on them. It's not about the Digimon, it's about us."
You nod. Those guys do follow the orders of the city management directly, instead of being in unpredictable human hands. If everyone had access to a partner, there would probably be a lot more chaos. You did bomb a data center the moment you became friends with Phascomon, so you can see the sense in keeping them away from unscrupulous hands.
"Hey, speaking of which... Strikedramon seemed different from all the mooks we see around. What's up with that?"
"You two told me he was stuck protecting the core. That was news to me too. My guess is that anything that doesn't fit the mold gets put in a more private location. You've noticed that they only use a specific few on the outside, haven't you?"
Cargodramon, Pteramon, Espimon, you keep seeing the same guys over and over. You suppose that's what's special about them: That they're fully catalogued and understood by the ones in control of them. You move on to your next question, also born from your little vacation.
