That's the exact problem, there was such a "powerscaling" issue.
Take Sana lore, for instance, making her the very embodiment of the concept of "physical space".

It ended up making her (and her gen) so distinct from anything up until that point that it made it very hard to take it seriously and, to a certain point, ended up even "breaking immersion".
It was too heavy handed and I agree it could have worked but not as it was.
