Easy. Gol D. Roger was only made Pirate king after the press started calling him that, which we hear from former Roger pirates much like Luffy as an Emperor. Rodger was made pirate king so that history would focus on him and not Rocks. Roger didn't destroy a gate of Justice, kill an admiral, rob the world nobles and seemed to work WITH the marines at God valley. Xebec was an actual real excistential threay to the world government and system. So his excistnece was covered up to the point that a bunch Vice admirals don't even know he existed despite having 3/4 of the yonkos as crew members.
Rodger being the pirate king was just a distraction from the real threat.
