And surely there's going to be polishing and proper optimization once designs SHOULD be finalized and not reworked for 4th time.

Story cutscenes are in French, but only up to a certain point, where they become mute due to covid interference and budget tightness at the time. Better to book a recording studio and record all lines in one go near the end than grab few lines every now and then.
There is no English VA for cutscenes yet, but it is planned and from what I hear it's something they are working on right now.
