Well first of all El Salvador is a tiny country who's main issue was street gangs. They have 20x less the population of Mexico and the problem wasn't as deep rooted in their gov.
Mexico is massive, has a massive population and the criminal corruption goes down to the highest levels of government. In order to do a country wide crack down they'd need to call in a draft of young men to join the military and basically purge the entire country. It would take years, billions of dollars and countless deaths. And who knows if it would even work.

Anyways the American gov wouldn't let that happen because they profit from the cartels.
