Yes the team forgot to delete it but the fact it was coded at all indicates some of them were partial to the tea autism. We know Toby made the statement during development but this was a piece of Ch4 leftover, meaning Toby's team was full-sail ahead for it most of Ch3's major development (only having some skeleton crew focusing on preliminary stuff for Ch4).
