If you mean the alternative she gave Asgore then I wouldn't necessarily say it's "good" but it makes more sense than what Asgore was doing
I think the point was a) to point out that Asgore was basically stalling and b) to preemptively try to patch out a plot hole, and b) is actually really clumsy so the line should have been cut, but I don't blame Toriel for it
I think she's more competent in most respects though Asgore is more lovable and her retreat to the ruins was pointless (albeit understandable)
