Most standard dolls don't get huge benefits from Fortification. Peritya/Vepley/Sabrina get pretty minor utility changes, while QJ/Tololo have some useful buffs but work fine without them. Really it's only Mosina whose kit doesn't work without V3 while getting a major powerspike at V6, and Faye who has banger Vertebrae all the way through.

The +5 Ammo is really good, since 21 ammo gives 7s of continuous fire, and 5 skill procs with a guaranteed +10% dmg can be useful. Unfortunately the set bonus is fucked by RNG since the only useful part is +50% dmg (bonus Crit matters less when she has guaranteed Crits every 4th hit) which is only 1/5. Even if you're willing to reset for buffs, MG aren't really meta outside Kord/MG4. The defensive buffs are irrelevant since lmao backline, and while 50 armor for 4s is neat she's a retarded choice of tank when you have an equal chance of instead buffing her Eva equivalent to around half of your average dodge tank. That said maybe she can work in some meme strat I'm not seeing
