If it's a normal mp4 with sound, like 10 seconds or less and not big resolution, you can google webm converter (I use https://cloudconvert.com/webm-converter or https://www.freeconvert.com/webm-converter) - select target webm and remove audio/set audio codec to NONE
If it's something really big, you need to download "webm for retards" and just lower the resolution and encode until it fits.
