I think Chapters 3 and 4 went through some heavy rewrites. Jackenstein has far more of the 'tells' of a schizoboss, plus a continuation of the gimmick (Haunted House). Gerson's fight also carries way more story importance than it should for an optional fight.
My genuine theory is that Spamton was originally meant to be the chapter 3 schizoboss, replacing Ramb's role, but was moved up because Tony couldn't think of anything for chapter 2.
