you're not as retarded as all the (You)'s suggest. this would at least make sense, and be wiser to prepare for... however even the 'endless' soviet stockpiles are getting pretty fucking low everywhere except in dagestan and chechnya, and that risks a power imbalance if we end up with a third chechen war. there's a serious risk that if those two split off and dug in that russia would be in trouble there. so i think it's just as likely that the internal politics of russia demand that they not lose any more so that if those two states get rowdy there's still a chance of maintaining power over them...
i stand corrected though, looks like the chechnya ones are a little emptier than they were, and the dagestan ones a bit more full... even so, seeing a few that appear to be getting torn down...
