Pretty much yeah, a lot of people who don't think too hard about it think it'd be preferable to trap humans and wait for them to starve or die from illness rather than spare them that even in spite of the game making it clear that being trapped in the underground is pretty fucking horrible.
Not that killing them is at all good or preferable, but it's the least horrible possible option, and one that drives Asgore to such grief that he can't even carry on with it and he kills himself.
Most people don't get the post pacifist clarity and realize this was the least bad possible resolution, or that this cycle of suffering would probably play itself out worse if Toriel was allowed to continue it in the "best possible neutral ending" where you kill Asgore and just leave.
