Judging by their statements and the fact they gave the devs tokens to upload "another" game for free means they really didn't want to scrub them. Other publishers/devs that broke the rules got banhammered with no refunds.
I think Valve complied to not lose payment options, which is understandable, and are awaiting the publics reaction/pushback. Valve can't fight these fuckers on their own but there is no way they are happy about losing any form of control on their platform. They just had no means to fight them but maybe they are already working on something.
