All eventually receive an end of their live service, but some become available to play offline or are permitted to hang remain around in some way. Not always does their time end with a permanent EOS that kills it for good.
I think the main example that I can remember is Rage of Bahamut; the english translation of the game was shut down in a short amount of time, but the original japanese version of the game lasted all the way to 2022, where they announced no new events or content would be released and what you'd expect. However despite that JP!Rage of Bahamut was never discontinued; it's still around and can be played despite having reached it's conclusion. There's other cases but regardless that's probably the one I know best. In addition to that, even on the condition that a game does hit a true EOS, there have been times where fans of the game have managed to set up their own private servers and succeed in resurrecting the game in a free to play fashion, allowing people to still continue playing it even then.
i am aware that this has happened for Dragalia Lost, and that despite nintendo killing it prematurely before Cygames could flesh out all the stuff they wanted to, fans were eventually able to find a way to host their own server. however i have never figured out how to actually get it to work and so i've never been able to replay it since. maybe i could try again at some point in the future though. i'm not as terrible with this stuff as i used to be.
but my point is (more-or-less) that there will always be hope for a Gacha out there, as long as it is loved.
