There's a lot of numbers but also gameplay changes. Bai's ult can now crit, can be extended to a 3x3 or can be used to move freely once and give you an extra hit. Levy can extend his passive to the entire field instead of 3x3 and can stack it. Ariel's passive heal can be global and her ult can cleanse debuffs. These are the ones I remember right now. Also every sinner has an EX anchor that usually has a somewhat significant change even if used by that sinner itself but can also be slotted by other sinners.
In general I'd say it's numbers mixed with ECB-like gameplay changers. Nothing that completely overhauls a character, but significant enough that you might play them somewhat differently.
