Not that romanian anon that he's refering to but basically for a couple of years ago, mutt banks in particular eliminated the need for a fractional reserve (aka having new printed currency backed by either a fraction of said currency or gold) and just said "fuck it you need 0% to print more" so it's quite literally just digits on a screen.
