He's a cyber in the novel. In the anime, he undergoes partial cybernewtype conversion, but his mom finds him and has him yoinked. Also, Full Frontal mentions that the NT-D System only works for cybernewtypes (and the only people it reacts to are cybers like FF, Marida, etc.). It's probably that Banagher was a partial cybernewtype who awoken to being a full natural newtype, at least in the anime.
