The truth is that Mihoyo already knows everyone will leave after Tsaritsa releases so they want to delay her release for as long as possible
Expect them to reveal all the Sinners in late 2025/early 2026 so they can start hyping up all the Sinners/Shades so people have something "big" to look forward to after Tsaritsa
