I'm fairly confident it started out because they needed some swaying motion for their 3d models to not look as stiff, but quickly it became a design decision for them.
You brought up Alice and how her leggings annoy you because of the needless details. The most common complaint Alice has gotten so far is not that, it's the fact that she's too "plain" for everybody. At this point, Hoyo is just giving what the community want, because every single time they even come close to a somewhat empty design, the fans complain.
I found it jarring too when I first started Hoyo games, but quickly got used to it. I do think ZZZ is slightly better at this particular aspect compared to hsr/genshin.
