Did he? Pretty sure you're thinking about the 100 warriors in the castle, not all of Elbaf. We know Loki tried to flee Elbaf after his sentencing 6 years ago, and the Giants did managa to restrain Loki then by all coming together.
14 years ago during Harald's death Gaban and Shanks weren't present for the fight itself, but I Shanks would be able to do anything at his younger age, and Loki is stronger than Gaban.
