Based on what I know about this, apparently Trump had given Hesgeth authority to determine whenever he thought would be a good time to cut off aid and had okayed the most recent pause. Problem is he changed his mind after Putin told him to fuck off and that he wouldn't give him an unconditional ceasefire, but neglected to tell Hesgeth about the change of plans. Once again, an actual improvement to policy undone because he's a petty retard.
