Because Russia is a failed kleptocracy. All of the power and money is concentrated in the hands of Putin's friends, while almost everyone else has the living standards of the average Serbian. And their great and threatening army has only managed to steal 25% of Ukraine in 3 years. They are a pathetic abject failure of a nation and they are only good at interfering in foreign elections and invading small and helpless nations like Georgia.
