The flood was going to destroy all life in the area where mankind had expanded to by the year 2618-2601 BC (compare the use of the phrase "the face of the whole earth" in Genesis with its use in Exodus 10:15), so Noah was commanded to preserve the animals that lived there. Armenia is located in the endorheic basin, and it could have taken months for the water dumped there to seep into the soil around the Caspian sea. That would explain why he spent so long waiting for the water levels to go down.
Immediately before the flood, Noah built the ark after being commanded to by God, and the amount of time he had to do this is actually unstated. During that time, he preached to the unrepentant sinners who scoffed at him (see 1 Peter 3:19-20) quite similarly to how there are scoffers now, similarly doubting the Second Coming.
