That was literally the plan. I remember some Washington DC think tank doing a presentation on CSPAN probably 2009-2010 where they envisioned a future where Russia and India were aligned with NATO against China. The Russia in this fantasy was probably suppose to be controlled by Navalny and they got to keep both French aircraft carriers.
