the r-wing is a design element from the '99 charger concept car. it basically just reduces frontal drag. i think the original idea here was to use it as a venturi tunnel heat extractor, similar to the way the hood scoops are used on a charger or chally but probably more efficient than just a hole in the hood. on the electric car it just looks cool.
