There is no easy way for China to mobilize troops into India, it's very unlikely to escalate into actual nuclear war since India would just be using regular missiles.

I'm certain there would be a high death toll in subsequent regular bombing raids, and an actual war would break out but these water wars are a hypothetical of the future.
Same shit with much less stakes is happening between Egypt and Ethiopia.

I doubt China is going to fuck much with Indias water supply even in disputes. In the same way Ethiopia is doubtful to poke the bear that's Egypt. It's more profitable for the dam to stay open and to not fuck with the downstream flow.
