"Factory runoff" KOs are incredibly rare nowadays, most 1:1s are made from new molds and OSKOs require more far more steel and plastic to manufacture. You're also forgetting that foreign competitors like Metal Cardbot can produce larger toys with UT era plastic quality, ratchets, diecast metal, include minicons/cassettes at lower prices than hasbro and still make a profit. Their deluxes are 23$ USD and are larger than modern voyagers.
