we need fusion before we can do that, and even then that's just the first step. next would come theorizing and then manufacturing testing and implementing all the necessary infrastructure.
there's more than enough raw materials in the asteroid belts that could be harvested, but the nitty gritty of breaking that down and refining to make usable construction materials is a whole other process.
we're at least two centuries away from orbital habitats, which you are correct is the real way mankind colonizes space. other planets are a complete fucking meme. besides, if you own the space you own the planet, not the other way around.
