Essentially the origin of the pokemon universe from the beta origin stories that coincides with the in game lore as told by the plates is that Aus(true form of Arceus, who is just Aus' pokemon avatar as confirmed in Arceus: Legends at the end) was born from the cosmic egg. When the egg shattered, the shells of it became sentient giants that lashed out at Aus for forcing them to exist. Specifically from "Jungian Fear of Existing after non-existing for eternity."
Aus beat all of these giants to death until their corpses were nothing more than the plates. The only missing plate was the normal type plate, which is held by Regigigas in Arceus Legends.
This along with the leaked etymology document that explains the origin and meaning of Regigigas' name specifically referring to giants in the lore confirms that Regigigas is the last remaining giant.
Then taking context from the Japanese text, Regigigas is cursed with "slow start" as "slow" and "curse" are a pun, as seen with how "curse" operates in the game based on that Japanese pun.
So Regigigas is a defeated giant, cursed to be slow and weak, forced to carry the continents as its punishment for crossing Aus. Regigigas spends its time rebuilding its fallen brothers of giants from the material world in the form of Regice, Registeel, Regirock, Regieleki, and Regidraco.
Presumably to one day fight back against Aus, or simply to find peace in the material world with new kin.
One thing is for certain, Regigigas is the only pokemon that can create other pokemon from the material world. All others are sourced from Arceus' and its eggs.
