If you don't have health insurance you get "taxed" (really "fined") when you file your income tax returns.
The only way to avoid it is to not file tax returns. If they owe you money then "legally" you're OK but you LOSE whatever they owe you (so a smaller "fine"), but if you owe money and don't file then you are in deep shit with the IRS.
It's the sneakiest bullshit "tax" to ever make it into law.
