real answer? its framing and it just helps if the characters are near the same height. its a little less about the feeling of short people and a little more about how they have to film 20+ episodes and readjusting the camera always becomes a problem. its also why theres not alot of episodes of these sitcoms that deal with young kids because you have to have a separate camera setup for them and midgets
