The operation was called "Rising Lion". Lion is an old symbol of pre-Ayatollah Iran.
It was literally "Operation: Regime Change".

The idea was that sleeper cells will rise and and overthrow the government.
Their initial success in killing several important officials and destroying some anti-air was offset in the next few days, which cause them to panic.

They literally didn't have a plan beyond "our agents will just overthrow the government from within".

They wanted an Iranian Maidan.
