Maybe? They have their sights set on true blue-water capability and it's not like Beijing is just gonna call it quits, issue being that the US doesn't have nearly enough capacity to keep pace.
That being said, doctrinally and training wise I reckon they're far behind given China's lack of a meaningful navy until now.
Quality-wise I'd be sceptical too but they have some nice looking destroyer/cruiser hulls.
