When you suggested allowing them to build a fort— no larger than any of the other buildings in the plaza— Justus seemed pleased by the idea. They were even willing to build it themselves, paying for any utilities and materials they needed for as long as they remained there out of their own pockets, but in turn they wanted to be exempt from paying rent. When you offered the opposite— you'd pay and build their fort in the plaza but have them pay rent— Justus told you that while he wasn't personally against it, it would be considered a temporary measure by and large, and wouldn't satisfy many in the Order.
