I would interpret it like Cheers where they're obviously together but they can't explicitly tie the knot because it would tank the series' appeal and ratings, which is why they held off until the finale.
Or like MCU Black Widow where she has good chemistry with multiple different male characters and does all the sexy girl stuff with all of them, but they have to make it clear she isn't (currently) with any of them despite that.
