I think he was mostly a con artist who tried to bullshit his way through a few different things. That's not unusual for our shooters and especially the family annihilator psychos. In a lot of ways he reminds me of Gabriel Wortman from Canada who also did the fake police car thing.

The "governor's business council" is interesting, not because of politics or because it had any authority, it definitely didn't, but as something with fake prestige that put him in contact with politicians and actual local business leaders, not other 7/11 managers
