I'm fine with it if the derivative characters improve on the concepts or initial designs somehow.
If we treat Guilty and Helm as Jack-O and St. Louis derivatives, then they've absolutely done this.
I don't know who the girl to the right of Dorothy is, but Dorothy herself is quite expressive and well-written. I'd consider her a standalone character even if her visual design were merely a 1:1 recreation.
