Yes, he wants P2 to have its share of absurdity as well as moments that serve only to stump the audience, but he's still clearly including themes that he feels are important.
P1 also had "absurd moments" with the Aldo storyline which seemingly served no purpose as far as the main story goes, yet it did push one of the themes that the arc was largely about, which was the feeling of guilt experienced due to familiarity (which is a theme that he is continuing to elaborate on in the current arc).
