Huh? There are plenty of moments where halo ce throws over a dozen enemies at you at once.
They don't do it all the time because not everyone is good enough on legendary to clean up like that. Most people can't even do that first bridge on heroic.
Think of the door to the control room at the end of the level where a million guys storm you.
